Due to limited manpower and reduced resources, highway departments throughout the country have created a standardized volunteer program to assist these departments in maintaining the good appearance of their roads.

The program is called the Adopt-A-Road Program and it provides public spirited organizations with the opportunity to actively address environmental conditions and to enhance the quality of the life of their community.  In order for private citizens to engage in work activities on the public right-of-way, there has to be a permit process that insures public safety while coordinating the work efforts of the public agencies with those of the private organizations.

The Adopt-A-Road Program permitting procedure establishes a formal agreement between the government entity and the interested groups.  The agreement represents the responsibility of the government entity to provide a safe and controlled working environment for the volunteers and the commitment of participating organizations to
maintain the clean appearance of their adopted roadway.

In June of 1993, the Westchester County Board of Legislators passed the legislation that created the Adopt-A-Road Program for the County's road system.  The legislation requires organizations that participate in the program to sign an Adopt-A-Road Permit Agreement with the County.  The terms and condition of this agreement are extensive but the basic tenants of the agreement require that groups agree to be accountable for their work force and that they accept the full responsibility for maintaining their adopted facility.

As part of the permit process, the County requires that all participants attend safety briefings before commencing with their field activities.  Representatives from the Department of Public Works, Road Maintenance Division conduct the safety briefings and provide the participants with safety vests and trash collection bags.
