During an extensive investigation into the whereabouts
of Mr. Smalls it was learned Mr. Smalls had assumed the identity of a
Mr. Earl Tarrant. Following the new name, investigation revealed
Mr. Smalls to be in the Fredricksburg, Maryland area. Information
provided to the FBI Fugitive Task Force culminated in Mr. Smalls arrest
by the FBI and Maryland State Police. Subsequently, Mr. Smalls was
extradited back to Westchester County by the Westchester County
